Always Include A Cover Letter

If an employer requests ONLY a resume, include a cover letter anyways. Cover letters make your personal situation so much more clear for employers.
If I have a student from the University of Missouri applying for an internship in New York city for the summer and I forward that to the employer - the employer is now confused. They don&t know when the student will be in Missouri, if the student is serious about being in NYC, or if the student is going on their own or through a school program. The employer might feel that contacting the student is a waste of time. Always include a cover letter. In this situation, the student at University of Missouri would clearly state which opportunity he/she was applying for in the cover letter and explain his/her availability for the summer and the dates they planned on being in the city. The cover letter helps the employer connect the dots. Please, always include a cover letter - especially when you are applying for an internship from out-of-state. Good luck!
